Chinese President Xi Jinping’s speech to the United Nations General Assembly on Tuesday constituted an explicit pitch to developing countries for a post-U.S. dominant world order hinged to China’s economic development model.

In a 14-minute speech peppered with Chinese Communist Party buzz-phrases such as “win-win cooperation” and “well-rounded development,” Xi implicitly referenced the U.S. failure in Afghanistan as a counterpoint to a multilateral vision of China leveraging its resources to address existential global challenges from Covid-19 to climate change.

Xi’s speech made no concessions to ease the currently fraught U.S.-China relationship. He instead spoke past the U.S. in laying out initiatives ranging from international aid increases to debt relief designed to appeal to the needs of less-developed U.N. member states.
